When the Supreme Court struck down Biden's original plan, it seemed the court was simply saying, "you can't do it that way. Now if you want to do it this way, we can't stop you." So they almost seemed to make a path for Biden to set this up.

Again: if places like New York were truly serious regarding "emissions," they would re-institute the wholly-electric buses that graced the streets of every major city in America for over half a century.  The "emissions" from electricity generation would be "scrubbed" at the generating plant; the bus would not have to be a "hybrid" that carried two propulsion systems (one internal-combustion, one highly-flammable electric battery, with double weight and both a needless increase in weight and a needless halving of pratical space). 

But none of these clowns know a thing about that.

I'm not talking about "trolleys," if by "trolleys" you mean light-rail.  The electric-bus systems in places like Chicago, New York, and elsewhere were "trolley-buses," which ran on electricity from overhead wires, but on tires, not rails.

it takes relative minutes---in government time---to string, or re-string, overhead wires.  No need for laying rails.

That may be the problem for the progs. I've noted that new neighborhoods have all their utility lines buried--no telephones exist. Setting up overhead electrical lines is seen as visual pollution.

So "trolley" to you need not be some "light rail" nonsense. 

I agree; "trolley buses" are a supremely sensible alternative to internal-combustion public transport in an urban setting, but they are one which the "green" lunatics do not seem to be aware of.

When light rail for Seattle was being debated. Opponents of rail, using rails numbers showed dedicated bus lanes, some with overhead power could move more people, cheaper with much more flexibility. But no gotta have uber expensive toy trains.
